Cultural heritage, which serves as a substratum of national identity, forms the right of the state to its own sovereignty. The substantiated proof of the possibility of independence from other cultures and nations has relatively recently entered the conceptual field of the philosophy of culture. In January 2023, significant changes made to the Foundations of the state Cultural Policy took into account the concept of cultural sovereignty and, to the necessary extent, justified its high importance for the development of the (...) state and society. The fundamental role of culture in the creation and development of the state has been repeatedly recognized as one of the priorities. It should be noted that even later this priority was not a Russian regulatory novel. The purpose of the study is to consider a range of concepts and legal novels reflecting the sphere of cultural heritage. The long-term work of an extensive circle of philosophers and culturologists has been crowned with the recognition of the value of culture in the system of state regulation of various spheres of human activity. As a result of the research, the conclusion is made about the relevance and timeliness of the implementation of the most important philosophical concepts in strategic planning documents and the high potential practical significance of the actualization of cultural heritage in order to achieve the results of the state cultural policy. In conclusion, it is noted that heritage as a cultural phenomenon has direct access to its semantic and value core. The preservation of cultural identity through the consistent building of cultural sovereignty is one of the most important priorities of modern state policy. (shrink)

The modern world is confronted with a series of global problems, exacerbated by technological advancements. In this context, concerns arise in the public consciousness regarding the potential of artificial intelligence (AI) to surpass humans in intellectual and creative activities. The topic of AI creativity becomes pertinent and sparks debates within the scientific community regarding its creative potential. In response to these challenges, members of the Club of Rome in 2018 propose the concept of a new Enlightenment and the principle of (...) balance as a response to the demands of technological development. These ideas underscore the need for a balanced approach to technical progress, taking into account global values and ethical principles. I explore the definitions of creativity and AI, formulate criteria for assessing creativity, and analyse recent achievements in modelling creative processes in AI. I also focus on the utilisation of various algorithms for implementing diverse forms of creative activities, including text, image and music generation. Additionally, I present diverse opinions of researchers regarding creativity in AI. To systematise these perspectives, I propose a classification which allows their ranking. The conclusion emphasises that currently the issue of evaluating the creative potential of AI lacks a definitive solution, underscoring the relevance of further research. The future outlook may alter this situation, prompting the necessity to focus on predicting potential consequences of technological developments and developing mechanisms for controlling AI activities; humans, after all, bear responsibility for AI actions. Such an approach aligns with the concept of a new Enlightenment which seeks a balance between technological advancements and the preservation of global harmony. (shrink)

This article discusses foundations and particularities of the complex approach to researches of processes and phenomena of reception of inogenetic cultural and religious elements. Based on the conception of "comprehending questioning", which, according to Martin Heidegger, is a "ground" for understanding, the author builds a methodologic scheme of the complex approach, which serves to provide a sufficient heuristical minimum in perception of referred subject of research by searching for the answers to the basic issues of scientific philosophical interest. Emphasizing the (...) role of the subject as an efficient cause in processes of cultural-religious syncretism the author focuses on importance of research of his intentions which is expressed verbally, graphically or actively. This task necessitates to differentiate exterior and interior aspects of process or phenomenon being studied. Representing a subjective world as an original place for implementation of syncretization the author gives reasons for expediency of the research of worldview paradigms and dominating idea of subject of reception using not only motivational-targeted analysis but also existential one. A complex research of subject's world relationship, his ontological, epistemological, axiological and praxeological affirmations and social, economic, political and cultural environment enhances the understanding of exogenous and endogenous factors which develop his extrinsic and intrinsic motivation. Based on the interpretation of cultural norms, principles and imperatives, various degrees of subjects' readiness to accomplish or maintain receptions of inogenic elements allow to identify an analytical category of subjective "bounds of inclusivity" and make it possible to develop three-part classification of receptions, highlighting its separational, alternation and fusional types. Taking into consideration that receptions often operate as no final goal but as an implementer of more extensive plans of achieving one or another goal, the author also offers to distinguish strategy and tactics of receptions. Therefore, a process of reception is presenting as consisting of a range of aspects or steps, the consideration of which constitutes the content of suggested methodological "algorithm" for researching the processes and phenomena of reception of inogenic cultural or religious elements within the framework of the complex approach to research.
